The ruling by the 9th U.S. Court of Appeals applies to the western United States, and comes as a blow to S. Rowan Wilson, a Nevada woman who tried to buy a firearm in 2011, but was turned down by the store, which cited a federal rule banning gun sales to illegal drug users.
