The 9-7 decision by the 6th U.S. Court of appeals overrules a 1996 decision by the same court, and was a defeat for the Detroit Free Press, which challenged U.S. Marshals' refusal to share mug shots for four Michigan police officers who were charged with bribery and drug conspiracy.
